BEND, Ore. (KATU) —. Officials said it was evident that the vehicle had driven through the gate at a high speed and collided with a block wall. The Oregon State Police arrived to assist and identified the driver as Thomas Lee Downs. Downs was taken into custody and subsequently arrested for DUII, reckless driving, criminal mischief in the first degree, and parole violation.
